MEETING MINUTES <br /> ZONING BOARD OF APPEALS <br /> WEDNESDAY, OCTOBER 8, 2025 <br /> The percent lot coverage area is currently 21.14%, which is 1,618 sq. ft., and will increase to <br /> 24.94% which is estimated at 291 sq. ft. in structure lot coverage area within the flood zone, and <br /> is consistent with what this Board has approved in the past. The northwest side setback will be <br /> improving from 9.6 ft.to 11 ft., and the southeast side will be improving from 10.1 ft. to 12.5 ft. <br /> The proposed dwelling will be flood-zone compliant as it will be built on piers, and was approved <br /> by the Conservation Commission. There will be a new IA septic system installed, and there is a <br /> storm water infiltration system, and a mitigation plan. There are no new nonconformities being <br /> created. There will be two parking spaces as required under Zoning, and the house will be built on <br /> piers which is flood zone compliant. <br /> Mr. Caggiano read the Board of Health comments dated October 8, 2025 into the record; "Plans <br /> show 3 bedroom, septic design for 3 bedroom must be submitted to Health Department for official <br /> review before building permit is issued. For Zoning, BOH has no issues. House is in Zone II and <br /> cannot add more than the existing 3 bedrooms. " <br /> Mr. Caggiano read the Conservation Department comments dated September 23, 2025 into the <br /> record; "Resource Areas:LSCSF&buffer zone to Coastal Dune. Notice of Intent application was <br /> approved unanimously by the Commission due to improvements to the resource area with <br /> proposed dwelling being on piers, IA septic upgrade, and mitigation planting on property, where <br /> currently little native plantings exist." <br /> Mr. Morris asked Mr. Luff if the foundation will have flood vents. Mr. Luff said there will be no <br /> walls, and will have lattice around the piers. <br /> Mr. Morris mentioned that the openings need to be 3 inches open in every direction, and an <br /> elevation certificate will be required by the engineer. <br /> There were no other comments from the Board or audience. <br /> Mr. Bonvie asked for a motion to close the public hearing. Mr. Furbush so moved. Mr. Caggiano <br /> second. All were in favor. <br /> Mr. Furbush made a motion that the Board approve the raze and replace for 89 Bluff Avenue with <br /> the following conditions: <br /> 1. The Board has determined that the applicant meets all the conditions of a Special Permit under <br /> Mass General Law 40A Section 9. <br /> 2.
