3 <br /> <br />Community Preservation Committee <br />Minutes <br />November 21, 2024 <br />Ann MacDonald – Boys & Girls Club; Basketball Court Reconstruction & Safety Fencing: <br />Ann MacDonald was in attendance representing the Boys & Girls Club to review the CPC <br />Application; Basketball Court Reconstruction & Safety Fencing, a $40,500 expenditure request. <br />The cost estimate for the basketball court reconstruction is $36,500, and the safety fencing is <br />$4,000. <br />Ms. MacDonald indicated the existing basketball court was constructed in 1999. The court is <br />used for outdoor activities and games on a year-round basis. The courts are also used for <br />summer camps and during the winter months as weather permits. This is the only paved area at <br />the club. The project also includes safety fencing around the sloped area for safety purposes. <br />Additional funding is required to complete drainage issues, add lighting and landscaping <br />features, approximately 25% of the project, a cost to be absorbed by the Boys & Girls Club. <br />The Boys & Girls Club is situated on Town of Mashpee land deeded and leased to the Boys & <br />Girls Club. The basketball courts are open to the public when they are not in use by the club. <br />The courts are available to the public on weekends and during the week before the close of <br />school hours. The Boys & Girls Club is covered under liability insurance for the use of said <br />courts. <br />With the popularity of pickleball Ms. MacDonald asked if would be permissible to stripe the <br />courts for pickleball as an added use for the children and for public enjoyment. <br />It was disclosed this is a reconstruction/rehabilitation project. The project before the CPC is not <br />considered as maintenance. In reviewing the photos, it was agreed the courts have failed and are <br />eligible to rehabilitate or restore with CPA funds. CPC funding is not permissible for <br />maintenance. <br />In reviewing this application, the CPC requested the Boys & Girls Club place in writing how <br />their budget can accommodate maintenance as well as the additional funding as identified to <br />complete the project. A copy of the Boys & Girls Club insurance policy was also requested for <br />additional review. <br />It was noted that asphalt courts typically last 20 years with resurfacing required s needed. Mary <br />K. Bradbury, Recreation Director was noted to have declined support of this project stating the <br />club is a private non-profit organization situated on property that is not Town owned. <br />Approximately 800 children are registered members of the facility, 1291 annually with other <br />community youth, and the summer camp. <br /> <br /> <br />
