Sewer Billing and Software Implementation Mr. Meader then addressed questions regarding upcoming sewer billing. He confirmed that the town had decided to delay the first round of billing until staff could ensure that the MUNIS software used for billing was functioning correctly. He explained that issuing premature bills risked significant administrative problems and public frustration if corrections or abatements were later required. He stated that the Commission's goal is to build public confidence in the billing process by ensuring accuracy from the start. Billing will not retroactively charge for prior quarters; instead, the first invoices will cover a single full quarter, ensuring no residents receive an unexpectedly large initial bill. Mr. Meader estimated that billing would likely begin in January, once the system had been fully verified.
