Select Board <br /> Minutes <br /> August 11,2025 <br /> explaining that the proposed revisions are relatively minimal but are intended to <br /> align local regulations with current best practices. He offered to provide the red- <br /> lined version of the bylaw for review and noted that Catherine Laurent could be <br /> invited to present further details, if requested. Chair Wyman-Colombo agreed, <br /> stating that having the red line would help the Board make a more thoughtful and <br /> informed decision. <br /> Selectman Weeden asked for clarification on the applicability of the revised bylaw, <br /> specifically whether it would applyto allforms of construction, including residential <br /> projects and roadway development. Tobin confirmed that to his understanding, the <br /> amendment—particularly Subsections A and B—would apply broadlyacross all <br /> types of construction. <br /> Selectman Weeden referenced recent work along Route 151, expressing concern <br /> about potential wetland impacts and askingwhether filling in wetlands would be a <br /> violation. Tobin responded that such actions would indeed violate both state and <br /> federal regulations and added that Massachusetts Department of Public Works <br /> statutes are already stringent in this regard. <br /> Selectman Cotton asked whetherthe Planning Board had taken a formal position on <br /> the article. Tobin confirmed that the Planning Boardvoted unanimouslyin support of <br /> the amendment; however, no public hearing has been held, and public comment <br /> has not yet been solicited. <br /> • Article 11 pertains to a public footway and bicycle path that is already recorded and <br /> owned bythe town. Although no physical changes are proposed, the existing <br /> easement is set to expire after 99 years unless the town votes to adopt it in <br /> perpetuity. Since this vote has notyet occurred, the article seeks to formally accept <br /> the layout of the public footway and path to preserve long-term public access. <br /> During discussion of Article 11 Selectwoman Kelley-Willson questioned whythe <br /> original easementforthe public footway and bicycle path was established with a <br /> 99-yearterm. Tobin responded that this was the firsttime he had encountered such <br /> a provision and was unsure of the exact reason. <br /> Motion made by Selectman Weeden to approve and recommend Article 7 pending <br /> Legal review. <br /> Motion seconded by Selectman Richardson. <br /> Vote: 5-0 Unanimous <br />
