Collins <br /> Assistant Town Manager Wayne E.Taylor <br /> PLEDGE OF ALLEGIANCE <br /> MOMENT OF SILENCE <br /> MINUTES <br /> Motion by Richardson to approve the minutes as presented <br /> Motion seconded by Wilson <br /> VOTE: 5-0 <br /> Roll all Vote: Michaela Wyman-Colombo,yes David Wee den,yes John Cotton,yes <br /> Tracy Wilson,yes Michael Richardson,yes <br /> PUBLIC COMMENT FOR CURRENT AGENDA ITEMS <br /> APPOINTMENTS&HEARINGS <br /> 6:05 PM Public : FY 2026 Tax Classification <br /> • The public hearing notice was read into the record. <br /> Motion by Weeden to open the public hearing <br /> Motion seconded by Richardson <br /> VOTE: 5-0 <br /> Roll all Vote: Michaela Wyman-Colombo,yes David Weeden,yes John Cotton,yes <br /> Tracy Wilson,yes Michael Richardson,yes <br /> • Mr. Gibbons stated that this is the required annual hearing to set the property tax rate, which <br /> follows the approval of Town property values by the Department of Revenue ( OR). <br /> • FY26 property assessments and tax calculations were reviewed. <br /> o Total New Growth: $553,564: mostly residential growth with little commercial; down <br /> 12%from prior year. <br /> o Total Value: $83,730,180. <br /> o Average Single-Family Property Value is up to$1,044,880—first time over$1 million. <br /> • Single family value up 5.9% on existing properties; overall residential up 6.84% <br /> (including new growth). <br /> ■ Condominium values increased 4.8%. <br /> • Residential Exemption Participation was reviewed and a sample calculation was provided. <br /> 0 3,258 resident applications were approved this year versus 2,512 approved last year. <br /> o Increase resulted in higher workload for staff. <br /> o Estimate that—500 additional property owners may be eligible, but have not yet applied. <br /> o Other Cape communities with exemptions are Provincetown (35%), Truro (35%), <br /> Welifleet (33%), Barnstable (25%),Chatham (35%), Eastham (3%), others. <br /> o Only 17 out of 353 Massachusetts districts have adopted this exemption. <br /> o Two residential exemption scenarios were presented—20%(current) and 30%. <br />
