Ms. Bigham also stated that there was a list that was not contained in the packet and
the Town was informed of this list not being in the packet, by someone else. Ms. Bigham added
that there was not a list of all of the installers, and she had to go to Town Hall to obtain the list.
Ms. Bigham questioned the quoted costs that she, and other neighbors, have received from
installers and how are the installers assessing? She noted that there should be a charge made
by the installers for the footage per job — how much from the street to the property. Ms.
Bigham stated that there are many elderly residents that are not aware of what is happening
and questioned the time of day that the Sewer Commissioners have the meetings, asking that
the Commissioners consider having meetings at night and invite the 100 people that will be
connected to the Town sewer, to the evening meeting, to accommodate working residents,
especially Carleton Drive and Orchard Road residents. Ms. Bigham questioned the 90-day
deadline considering her assessment from the installer and the bid took 2.5 weeks for her cost.
She stated that she and the residents felt insulted and bullied with the language regarding
$5,000.00 per day if there is no connection. She asked the Commissioners who are the ten (10)
people that are giving grants, given that many residents cannot afford the sewer connection.
