The new town planner, Brian Tobin,
reportedly has the OSRP on his short list of priorities, but no formal status update has been provided.
The planning board has recently begun discussions about updating the town's Local Comprehensive
Plan, which will rely heavily on the OSRP as a major chapter.
Members noted that developing the OSRP typically requires a public committee, which in other towns
is sometimes the conservation commission, the planning board, or an ad hoc group. They suggested that
Mr. Tobin identify the best structure for Mashpee. Anne Malone, Representative of the Environmental
Oversight Committee (EOC), which partnered with the Conservation Commission to request CPC
funding for the OSRP, confirmed they are awaiting Mr. Tobin's guidance and may invite him to their
next meeting for an update.
All agreed that while the planner's workload is heavy—including housing production planning and the
comprehensive plan—finalizing the OSRP remains an urgent task.
Potential Open Space Acquisition near Zachary's and Mashpee River
A brief inquiry was made regarding a potential open space acquisition near Zachary's and the Mashpee
River. If the conservation commission wished to pursue the property, it would need to vote formally
and submit an application by the November 1st deadline. Members emphasized the importance of
timely action, reminding that Town Meeting approval requires documented minutes of such a vote.
Homeyer Village Roof Replacement Delay
Ms. Barbee discussed the condition of Homeyer Village's roof. Although CPC funds had been
allocated for its replacement, the roof has not been fully redone. Instead, only patches were applied,
according to both direct observation and confirmation from residents.
It was suggested that Breezy Acres roof work was prioritized first because it was easier to complete.
The delay at Homeyer may also stem from COVID-era disruptions in labor availability. Committee
members agreed to continue monitoring the situation and request updates, as the full replacement
remains outstanding.
10
