The committee approved authorizing the Chair to <br /> communicate with both the applicant and Town Counsel. <br /> MOTION: To authorize the Chair to (1) speak with applicant; and (2) speak with Town Counsel. <br /> Motion by: Mary Waygan Seconded by: Michaela Wyman-Colombo <br /> Vote: Motion passed by unanimous vote. <br /> Mashpee Housing Authority Homeyer <br /> HOMEYER BUILDING (Windows & Siding Request) <br /> The Housing Authority requested $222,000 (out of$1.1M total project cost) for siding and windows at <br /> the Homeyer building. Many members questioned why the previously approved roof project(funded in <br /> 2022)had not yet begun, especially since the Breezy project—funded at the same time—was completed. <br /> Ms. Waygan noted that the $222,000 may be required as a mandatory 25% local match for state or <br /> federal grants under the SWIFT program. Members requested clear confirmation of this. <br /> Ms. Barbee raised concerns about mold, water infiltration, and building accessibility, including the <br /> absence of an elevator. Members questioned whether CPA eligibility could extend to accessibility if tied <br /> to emergency envelope failure—but noted CPA generally does not fund interior or rehabilitation work <br /> unless it directly preserves the building envelope. <br /> • Mold concerns raised due to leaking roof. <br /> • Elevator accessibility concerns noted. <br /> • CPA can fund emergency envelope repairs, not interior rehab. <br /> • Need building history, capital plan, and explanation of deteriorated conditions. <br /> The committee will send a comprehensive question list to the Housing Authority Director, including <br /> project delays, mold status, elevator feasibility, roof/bundling strategy, architect reuse, and completeness <br /> of capital planning documentation. <br /> 3 <br />
