The plan still retains: <br /> • Phase 1 (existing work) and <br /> • Phase 2 (currently underway), <br /> followed by: <br /> • Phase 3: Waquoit area(previously selected by the Town as next in sequence), <br /> • Phase 4: Purple-coded areas including portions of Great Neck South near the rotary, and <br /> • Phase 5: A return to the Waquoit area once the Route 151 moratorium constraints ease. <br /> A Commissioner questioned why Route 151 construction should affect the schedule, arguing <br /> that a six-inch sewer line could be pushed under the roadway without major disruption and that <br /> this concern should not delay needed phases. Mr. Drainville acknowledged that there are <br /> additional utilities, including a gas line, and explained that the intent is not to postpone the work <br /> but to adjust sequencing "around"the paving program and moratoria. He stressed that all phases <br /> will still occur and that the overall nitrogen-reduction schedule remains intact; the Town is <br /> simply reordering parts of the work to respect the paving program while still meeting long-term <br /> goals. <br /> WAQUOIT PHASES & CONTINGENT PHASE 9 <br /> The discussion turned to which phases fall within the Waquoit watershed. Mr. Drainville <br /> indicated that Phases 3, 5, 7, and 9 are associated with the Waquoit area, as shown by the <br /> watershed boundary line on the map. He added that Phase 9 is not expected to be needed if <br /> nitrogen reductions in the earlier phases perform as planned, though the phase remains on the <br /> map as a contingency. The detailed rationale for why Phase 9 may not be required was still being <br /> developed and not fully presented in this portion of the meeting. <br />
