Select Board
September 8,2025
Minutes

Selectman Richardson noted the potential benefit of a?ordable housing funding, while
Selectwoman Kelley-Wilson questioned the equity and implementation of the tax, stating a
need for more clarity on how a "luxury home" would be defined.
Selectman Cotton voiced concerns about tax fairness, the distribution of funds, and a lack
of transparency in how the County administers similar programs.
Selectman Weeden proposed preparing a draft letter of support or opposition for
discussion at the next meeting, allowing the Board to take a formal position if desired. He
also raised concerns about administrative costs, fund distribution, and whether
municipalities would benefit directly. He emphasized the need for additional information
before making a decision and remained open to exploring a municipal-level solution to
address the growing housing crisis.
Town Manager Collins stated he would follow up at an upcoming Town Managers’ meeting
to learn how other communities are responding to the proposal.
The Board expressed general interest in the concept, but members agreed there is not
enough information at this time to take a formal position.

PUBLIC COMMENT FOR ANY ITEM NOT ON THE AGENDA
Lynn Barbee announced that the Community Preservation Committee will hold an open
hearing on Tuesday, September 16. She encouraged the public to attend and share ideas for
potential projects that could be eligible for CPC funding. The hearing has been posted on the
bulletin board and online, and the committee is hoping for strong community participation.
ADDITIONAL TOPICS
(This space is reserved for topics that the Chair did not reasonably anticipate would be
discussed)
LIAISON REPORTS
WATER QUALITY UPDATES
Chair Wyman-Colombo provided an update on the status of committee updates, referencing
earlier comments by Selectman Weeden. She noted it’s often easier to receive updates from
sta? once a major project is completed, rather than requesting mid-project reports, to avoid
overburdening sta?.

12
