<br />Select Board <br />September 8,2025 <br />Minutes <br /> <br />workshops, which will be broadcast live on channel 1072 and channel 8. The workshops will <br />be broadcast in rotation until the next scheduled meeting, at which point the most recent <br />meeting will replace the previous broadcast. The recordings will also be posted on the Town <br />website and the Town’s YouTube channel. <br />Lynn Barbee of 73 Surf Drive emphasized the importance of having a clear and <br />comprehensive plan for the Mashpee-Wakeby Cluster System. She referenced a previously <br />approved motion to include a visual aid in the minutes related to the cluster system and <br />expressed hope that this visual would be incorporated, as it would significantly assist the <br />public in understanding the proposal. <br />Barbee also raised a concern regarding the level of information provided to voters. She <br />questioned why ballot voters do not receive the same level of detail as those attending Town <br />Meeting and stressed the importance of ensuring that all voters have equal access to <br />information, especially when making decisions on complex issues such as the cluster <br />system. <br />Town Manager Rodney Collins distributed a map related to the Mashpee-Wakeby Cluster <br />System for the Board’s review. He clarified that the language in the previously proposed <br />warrant article originated from bond counsel. Following questions, the Town subsequently <br />sought clarification from legal counsel. <br />Collins reported that legal counsel advised that including the language is not required, but <br />there is nothing prohibiting the Town from including it. He noted that the revised language <br />and supporting materials are included in the Board’s meeting packet for review during the <br />evening’s meeting. <br />APPOINTMENTS & HEARINGS <br />Review and Execution of Bond Anticipation Notes for three (3) Road Conversion <br />Projects – Craig Mayen, Tax Collector/Treasurer <br />Craig Mayan, Town Treasurer and Tax Collector, informed the Select Board that the Town <br />went out to bid for a Bond Anticipation Note (BAN) in the amount of $535,000 to fund a road <br />project. Three bids were received, with interest rates ranging up to 4.65%. The lowest bid, <br />submitted by Oppenheimer & Co., carried a net interest cost of 3.89% and included a <br />premium of $405. <br />Motion made by Selectman Cotton to award the winning bid to Oppenheimer & CO for <br />the full amount of the Bond Anticipation Notes with a premium of $405 and a net <br />interest cost of 3.8909% <br />2 <br /> <br /> <br />
