Review of December 11.2025 ReRular Session Minutes Motion by Thayer to approve the minutes with one correction noted. Motion seconded by Wyman-Colombo. Presentation of Ca ital Re guests-6gdney Collins Town Manaqer Request: Purchase 2026 Ford Explorer(s)to add to Town Hall fleet. • Initially requested two replacements. • Replacing 2011 vehicle is the priority. o Hybrid/electric alternatives were discussed, but are unavailable for delivery in the 2026 due to dealership not being able to take delivery because of emissions issues. o Possible future revisit to hybrid/EV as supply situation changes. • 15%cost escalator considered given July 1st, 2026 expected delivery. • Fiscal constraints mean the request will likely be reduced to one or potentially zero. 3. Presentation of CaDital Reauests—Robert Tomaino, Natural Resources Director Request: Vehicle Replacement($59,756) • 2014 Ford F250 utility vehicle in poor condition: extensive rust, undercarriage issues, stuck in reverse recently(Commercial Street incident). • 105,000 miles, barely passed August state inspection. • Regularly exposed to saltwater;aligns with 5-7 year DNR vehicle replacement policy. • Considered a high-priority asset for DNR operations. Request: Boat Replacement ($60,000) • Previous 25' vessel (purchased FY2019, —$165,000) transferred to Fire Rescue to serve as fire suppression boat, addressing coverage needs not met by existing fireboats. • Transfer of vessel was deemed cost-effective for the Town (per Town Manager and Fire Chief), and Fire Department's planned capital replacement for this item was removed. • DNR now lacks a suitable or vessel for maintenance of buoy/gauge network (over 150 in Mashpee waters),debris removal,and water quality/shellfish efforts. • Proposed boat is a simple,versatile workboat expected to last 20+years. • Stored at Little River in the winter, and at Popponesset in the summer.
