Staff confirmed the project passed inspection in substantial compliance with the Order of <br /> Conditions. <br /> Although mitigation plantings have not yet been installed, the applicant executed contracts with a landscaper and a <br /> mitigation monitoring company,placed all required funds in escrow, submitted supporting documentation to staff, <br /> and scheduled planting for April—May with one year of monitoring. This approach was accepted to allow the <br /> property sale to proceed.
