,�yrxrasr�.a <br /> Town of Mashpee Community Preservation Committee <br /> 16 Great Neck Road North <br /> Mashpee,MA 02649 <br /> APPOINTMENTS AND HEARINGS <br /> AFFORDABLE HOUSING COMMITTEE/AFFORDABLE HOUSING TRUST <br /> Mike Sparkes, Chair of the Affordable Housing Committee, appeared before the CPC to present a <br /> request for CPC funding and to provide an update on the status of prior CPC awards currently held and <br /> managed through the Trust. Mr. Sparkes reviewed the Trust's existing CPC-funded balances, explaining <br /> that the Trust is currently managing multiple accounts that originated from prior CPC appropriations. <br /> With respect to the largest prior award, Mr. Sparkes reported that the Trust received a CPC <br /> appropriation of$550,000, and that the estimated remaining balance is approximately $493,440. He <br /> explained that expenditures and commitments associated with this account include: <br /> • $7,000 for services related to the acquisition of 12 Cypress Circle; <br /> • $17,600 for engineering work associated with 209 Old Barnstable Road; <br /> • $28,000 encumbered through an open purchase order; and <br /> • $4,000 paid to Horsley Witten for a feasibility study on a potential housing site (property not <br /> specifically named). <br /> Mr. Sparkes further reviewed a separate prior appropriation originating in 2019, when Town Meeting <br /> approved a CPC award of$330,000 to support a Housing Assistance program, with funds structured to <br /> pass through the Trust in installments of$110,000 per year over three years. He reported that during the <br /> first year of that program, two quarterly payments totaling approximately $60,000 were made before <br /> activity slowed, and that the estimated remaining balance of that account currently held in the Trust is <br /> approximately $250,075. Despite these existing balances, Mr. Sparkes explained that the applicants are <br /> seeking additional funding in order to build sufficient financial capacity and readiness to respond <br /> quickly to affordable housing opportunities as they arise. He stated that opportunities to acquire suitable <br /> parcels or advance projects often require rapid action, and that having funds immediately available in the <br /> Trust is critical to remaining competitive in the market. <br /> Accordingly, Mr. Sparkes'request for the additional $500,000 in CPC funds to be transferred into the <br /> Affordable Housing Trust so that funds would be readily available to: <br /> • Act quickly on potential property acquisition opportunities when parcels become available; <br /> • Pay for site assessments, feasibility studies, engineering, and other due diligence work prior to <br /> acquisition or development; and <br /> • Potentially support a part-time or half-time affordable housing specialist to coordinate projects, <br /> pursue grants and outside funding, manage consultants, and move initiatives forward without delay. <br /> During the discussion, Mr. Sparkes referenced two potential sites under consideration, including one <br /> parcel that has already undergone some preliminary assessment and another that would require further <br /> feasibility analysis. He explained that the Trust is evaluating a range of development possibilities and is <br /> open to different housing models, including clustered developments or other configurations, depending <br /> 2 <br />
