Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Commissioners raised a question regarding certified arborist review, as required under the inland bank <br /> regulations. <br /> The applicant clarified that: <br /> • All pruning will be performed by a certified arborist or qualified horticultural professional; <br /> • A pre-construction onsite meeting will be conducted with Conservation staff, <br /> • The approved plan and Order of Conditions will be present onsite during work; and <br /> • Vista pruning protocols will be strictly followed. <br /> Staff confirmed that the project meets the requirements of the vista pruning regulations and does not pose <br /> adverse impacts to the inland bank or associated habitat when conducted in accordance with those standards. <br /> Seasonal Restrictions and Timing. The Commission noted that March 1 is the seasonal cutoff for vista pruning <br /> due to bird nesting concerns. The applicant asked whether any potential extension could be handled <br /> administratively if weather delayed the work. (Representative: Wet Tech Land Design, Inc.) 43- <br /> 3389 <br /> The Commission opened the public hearing for the Notice of Intent at 399 Monomoscoy Road, which <br /> proposes the redevelopment and modernization of an existing,previously permitted dock system, including <br /> reconstruction of the deck, replacement of the fixed terminal dock with a floating dock, installation of a ramp, <br /> and associated access improvements. The applicant referenced the original dock approval from 1998, with a <br /> revision issued in 2001, noting that the structure has been in place for approximately 24 years. <br /> The applicant explained that the project is intended to bring the dock into compliance with modern standards, <br /> particularly with respect to salt marsh protection, structural stability, and resilience within the velocity zone. <br /> Key proposed changes include: <br /> • replacing the fixed terminal dock with <br /> o a 10-foot by 20-foot floating dock <br /> o rotated 90 degrees <br /> o secured with chains or staples <br /> o designed to rise and fall with tides. <br /> The proposal would reduce the number of piles,thereby decreasing disturbance to land under ocean, and would <br /> elevate the fixed portion of the dock to one and one-half times its width over the salt marsh to improve sunlight <br /> penetration. Through-flow decking is proposed throughout to further protect marsh vegetation. <br /> 8 <br />
