Proposed vista <br /> Pruning project at Dean's Pond. (Representative: TRC Environmental Association) 43- <br /> 3389 <br /> The Commission opened the public hearing for the Notice of Intent filed by the Popponesset Beach Association (PBA) <br /> for a multi-location vista pruning project at Dean's Pond. <br /> Ms. Pitt recused herself from the hearing due to her affiliation with the Popponesset Beach Association. <br /> The applicant's representative, Ryan McLaughlin of TRC Environmental Corporation,presented the project, <br /> explaining that the PBA owns a single, contiguous parcel abutting Dean's Pond in eastern Mashpee. The project <br /> proposes vista pruning at six discrete locations along the pond frontage to restore visibility and improve shoreline <br /> management while maintaining ecological function. <br /> The six proposed vista pruning locations are situated: <br /> • East of 18 Forest Road <br /> • East of 24 Peninsula Road <br /> • East of 42 Elizabeth Island Road <br /> • East of 45 Elizabeth Island Road <br /> • At the end of Naushon Road <br /> • At the end of Kenbrook Drive <br /> Mr. McLaughlin explained that the project does not neatly fit the Town's single-family residence or condominium <br /> complex vista pruning categories due to the unusual ownership configuration and multiple access points. After <br /> consultation with staff, the applicant proposed to apply condominium-style vista pruning standards, allowing multiple <br /> corridors on a single parcel under a unified management approach. <br /> Each vista corridor is proposed in a trapezoidal configuration,beginning landward at approximately 20 linear feet and <br /> widening to 25 linear feet toward the pond edge. This geometry was selected to maximize views while minimizing <br /> vegetation removal and fragmentation. All vegetation proposed for pruning would be marked before and after work, <br /> and all work would be conducted by a licensed and certified professional. <br /> The applicant stated that work would be seasonally restricted between November 1 and March 1 to avoid impacts to <br /> bird nesting and other sensitive wildlife periods. The project emphasizes selective pruning, removal of invasive species <br /> only, and preservation of native vegetation layers and habitat value. <br /> 10 <br />
