David A. Jaye Proposed plan to construct a pier, ramp, and float <br /> on the property. (Representative: Cape & Islands Engineering, Inc.) (cont. 1.08) 43- <br /> 3384 <br /> The Commission reopened the public hearing for the Notice of Intent at 40 Popponesset Island Road, which <br /> proposes the construction of a pier, ramp, and float extending from the subject property. The matter had <br /> previously been continued from the January 8, 2026 meeting. <br /> The applicant, through their representative, requested a further continuance to March 19, 2026. No substantive <br /> project updates were presented at this hearing. <br /> Staff explained that the request for continuance was made so the applicant could engage in further discussions <br /> with the abutter located immediately north of the proposed dock system. The applicant intends to pursue open <br /> dialogue with the abutter in an effort to address concerns and, if possible, obtain a letter of support or other <br /> written acknowledgment regarding the proposed dock location and configuration. <br /> The Commission was advised that these discussions are intended to clarify potential conflicts and reduce the <br /> likelihood of unresolved abutter objections prior to returning for substantive review and determination. <br /> MOTION: To accept the request for continuance for 40 Popponesset Island Road. <br /> Motion b Sandi Godfrey Seconded by: Richard Sahl <br /> Vote: Motion passed by unanimous vote. <br /> (Sarah Thornbrugh, Paul Colombo, Sandi Godfrey, Seana Pitt, Richard Sahl) <br /> NOI 16 Slice Way, Owner on Record— The 16 Slice LLC. Mike Ball of Marsh Matters <br /> Environmental presented updated plans and supplemental materials prepared in response to issues raised at the <br /> prior hearing, noting that the site had now been fully staked and that revised plans were submitted with a January <br /> 9, 2026 revision date. <br /> Project Overview and Site Context <br /> The proposal involves construction of a new three-bedroom single-family residence (approximately 2,222 square <br /> feet including garage) on a previously developed lot where a former dwelling had been demolished around 2017. <br /> The property abuts the New Seabury Country Club golf course and overlooks a man-made freshwater pond <br /> constructed between approximately 1995 and 2001, which functions as a golf course water hazard. The associated <br /> wetland resource area is an inland bank with a fringe of freshwater marsh vegetation, primarily cattails. There is <br /> no mapped flood zone on the site. The plans depict the inner and outer 75-foot buffer zones, as well as a golf <br /> course easement, which constrains siting of the proposed house.
