Town of Mashpee Community Preservation Committee <br /> 16 Great Neck Road North <br /> Mashpee,MA 02649 <br /> The Committee discussed whether to table the application for a future cycle to allow the church <br /> to return with clearer documentation but also noted the upcoming warrant deadline. It was <br /> agreed that, if recommended, the project should be limited to exterior work only, conditioned on <br /> historic designation and a preservation restriction. <br /> MOTION: To recommend to Town Meeting an appropriation of One Hundred <br /> Thousand Dollars ($100,000) from Undesignated Funds to support this preservation work <br /> project at the First Pentecostal Church, 258 Main Street,Mashpee,with the following <br /> Conditions subject to the following conditions: <br /> 1. The Historical Commission formally designates the building as a significant historic <br /> resource. <br /> 2. The applicant agrees to place a historic preservation restriction on the property. <br /> 3. Upon completion of the project, a historic plaque shall be installed on the property. <br /> 4. The grant shall be secured by a promissory note and mortgage. <br /> 5. The project and all associated conditions shall be reviewed and approved by the <br /> Historical Commission. <br /> Motion by: Bryan Hyde Seconded by: Mary Waygan <br /> Discussion: The Committee discussed whether to move forward with a $100,000 <br /> recommendation for exterior work only and generally agreed that the applicant would <br /> likely accept that amount. Members viewed the limited, exterior-only funding as a <br /> reasonable approach that keeps the project aligned with Town Counsel's guidance by <br /> framing the request strictly as historic preservation, not support of religious use. <br /> Members acknowledged that current community outreach by the church is limited but <br /> noted the building's historical and cultural significance and its public accessibility. It was <br /> agreed that while documented outreach would strengthen the public-benefit case,the lack <br /> of current programming does not automatically disqualify the project. The primary public <br /> benefit was identified as long-term protection of the building through a historic <br /> preservation restriction,particularly in the event of future ownership changes. <br /> The Committee emphasized that funding would be reimbursement-based and limited <br /> strictly to approved exterior work.A clear grant agreement would be required to define <br /> the scope of work, eligible costs, and documentation requirements and to prevent ineligible <br /> expenditures. <br /> Overall, members agreed that while the project carries some legal risk, a conditional <br /> $100,000 recommendation for exterior historic preservation provides appropriate <br /> safeguards, is legally defensible, and supports long-term preservation of the historic <br /> building. <br /> Amended Motion: To amend the recommendation to allocate $100,000 for exterior historic <br /> preservation work at the First Pentecostal Church,limited to roof repairs, structural <br /> stabilization, exterior siding,paint and trim, and window and door restoration, and <br /> subject to all previously stated conditions. <br /> Motion by: Bryan Hyde Seconded by: Mary Waygan <br /> Vote: Motion passed by unanimous vote. <br /> 6 <br />
