Wyman-Colombo at 6:00 p.m. Mashpee <br />Public Library, 64 Steeple Street Mashpee, MA 02649. <br />Opening <br />Pledge of Allegiance <br />Moment of Silence <br />New Business <br /> Presentation of Proposed FY 2027 Operating Budget – Town Manager Rodney Collins <br /> <br />Town Manager Rodney Collins presented the recommended FY2027 operating budget <br />and provided an overview of the first draft of the warrant articles. <br /> <br />Collins explained that while the Town was able to avoid significant increases in health <br />insurance benefits, the assumption of the wastewater enterprise fund has created a <br />substantial shortfall in the operating budget. The wastewater enterprise was <br />established in the previous fiscal year and initially funded through free cash. The Town <br />will subsidize the full cost of wastewater enterprise operations for FY2027, and the <br />department is not expected to be self-su?icient for several years while the billing <br />system and enterprise operations are still being established. <br /> <br />Due to these additional costs, the Town is projecting an overall budget shortfall outside <br />the limits of Proposition 2½. The Town Manager explained that a Proposition 2½ <br />override is being considered as the most viable option to maintain current service <br />levels. Without an override, the Town would need to make substantial reductions to <br />municipal services. The town’s finance team reviewed several options and <br />recommended pursuing an override as the most fiscally responsible approach. Only <br />the Select Board has the authority to place a Proposition 2½ question on the ballot. <br />1 <br /> <br /> <br />
