The first billing cycle is anticipated for April 1, 2026. Initial delays
occurred due to issues with meter reading capabilities and communications, which are currently
being resolved. To ensure the first bills are accurate, the proposal is to temporarily eliminate tiers
2, 3, and 4 of the rate structure and instead charge only the first-tier base rate of$200 for all
users. This flat rate would apply to everyone regardless of consumption during the initial billing
period. Meters will still be read and the readings will appear on customer bills; however,
customers will not be charged for higher usage tiers during this period. Collecting meter data
without applying tiered charges will allow the District to build a historical database of typical
water usage patterns. This data will help verify consumption levels in the future and assist with
evaluating potential abatements in cases such as leaks or pipe breaks.
