Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Discussion: Chair Harris asked Wastewater Superintendent Jared Meader to clarify <br /> the proposed 1-2 year timeframe for the temporary flat-rate billing approach. Mr. <br /> Meader explained that the intent is to avoid repeated public hearings and frequent <br /> changes to the billing system. During this period, all customers will be charged the <br /> previously established Tier 1 base rate of$200 per quarter. <br /> Beginning in April, the Department will start meter readings, but the data will <br /> initially be used internally for testing rather than billing. Staff plan to run several <br /> billing cycles in their test platform using the tiered billing structure to identify and <br /> correct any errors before implementing consumption-based charges. <br /> Mr. Meader noted that a key challenge is that multiple types of water meters exist <br /> throughout town, each with a different conversion factor, meaning a dial rotation <br /> may represent 1, 10, 100, or 1,000 gallons depending on the meter. The Department <br /> must confirm that the correct meter type and conversion factor are associated with <br /> each property before using the readings for billing. <br /> Collecting this data over several cycles will also create a historical usage database, <br /> which will be helpful when reviewing future abatement requests, such as those <br /> related to leaks or unusual water usage. <br /> Under the proposal, all customers will receive quarterly bills of$200 during the <br /> temporary period. Properties that do not have town water and rely on private wells <br /> may be provided with meters installed on their well lines to measure usage once <br /> tiered billing is implemented, with installation handled on a case-by-case basis <br /> depending on the property's plumbing configuration. Condominium complexes will <br /> continue to be billed at the base tier rate. <br /> Mr. Meader confirmed that the $200 quarterly flat rate would remain in place for <br /> approximately one to two years. Before transitioning to the previously approved <br /> tiered billing structure, the Commission would hold another public hearing to <br /> formally adopt the change so that customers are properly notified. <br /> Vote: Motion passed unanimously by roll call vote.
