3. Temporary Weather Restrictions on Building Use <br /> Summary <br /> • Structural concerns exist regarding the transfer station due to observed deterioration <br /> (purlin damage, warped flanges, and possible panel issues). <br /> • Current design spec (1988): 25 psf snow load, equivalent to about 17 inches average <br /> snow depth under normal conditions. <br /> • Direct measurements and analysis not possible without additional field <br /> investigation/information on structural member sizes; current recommendations are based <br /> on engineering judgment. <br /> • Recommended interim restrictions: <br /> o Cease operations if snow depth on roof exceeds 8 inches (measured on the ground <br /> for practicality). <br /> o Cease or limit operations in case of rain following a snow event(4 inches or more <br /> of snow combined with significant rain), <br /> o Evaluate operations if sustained winds exceed 60 mph, especially during/after <br /> snow events, <br /> o Operations may resume only after snow is cleared or conditions are deemed safe. <br /> • These restrictions are to be considered temporary, applicable through end of March or <br /> until structural repairs are completed and verified by licensed engineers. <br /> • Repairs are planned for the winter period, with the intent that weather-related use <br /> restrictions will be lifted under the new contract after April 1, 2026. <br /> Operator's/Contractor's Perspective <br /> • Carl Cavossa, representing the operator, underscored that insurance coverage holds the <br /> board harmless for building condition-related liabilities. <br /> • The contractor has retained their own structural engineer, who considers the building <br /> currently safe for operations and notes possible over engineering due to former crane use. <br /> • Carl requested clear, practical guidelines and confirmed capability to clear snow if <br /> needed. <br /> Board and Consultant Stance <br /> • The board is mindful of legal responsibility given complex site ownerships/interests <br /> (town, military, state). <br /> • Affirmed that liability guidance is necessary due to public use and multiple stakeholders. <br /> • Guidelines or restrictions are set out of diligence, not to micromanage, but to mitigate <br /> risk and ensure contractor is aware of concerns. <br /> A motion was made by Peter McConarty and seconded by Paul Tilton to adopt and <br /> communicate these temporary restrictions.
