A year ago, discussion started around housing at <br /> JBCC, which has transformed into a master planning effort and development effort where the <br /> Commission will be engaged. Right now, they are in the preliminary stages. <br /> Ms. Geoffrion asked about form based code in Hyannis at the old Cascade Motel. There was a <br /> lot of controversy around it, where town implementation and Commission implementation didn't <br /> align. <br /> Ms. Perry stated Hyannis has some form-based within their zoning. Form Based Code offers a <br /> lot of options for communities. There are provisions in zoning that focus on development, site <br /> planning, with a design the community is interested in. There are models with many options, <br /> and communities choose which model is appropriate. These are just avenues a community <br /> can take. <br /> Mr. Sparkes stated Mashpee has an Affordable Housing Trust that sounds like a Land Trust, <br /> where it can hold a property and land. <br /> Ms. Perry stated there is a distinction between a Land Bank and Land Trust. The Land Bank <br /> doesn't hold properties for any length of time, it efficiently acquires property that meets goals <br /> set out to meet, with site prep and site work, to then prepare for a potential housing transfer, or <br /> to another entity for maintaining future use. The goal is to acquire that property and transfer to <br /> a more long-term owner. <br /> Ms. Perry added they ultimately propose the more efficient approach, but these are not one in <br /> the same, just closely interrelated. The Land Trust is traditionally a non-profit who holds the <br /> land for preservation purposes. <br /> Mr. Sparkes reviewed the photos, for example, the Cape style architecture. <br /> Ms. Perry stated the planning team came to the Cape for stakeholder work sessions across <br /> the region, alongside town personnel, and community engagement, to help ensure the ultimate <br /> design was consistent with what is being represented. <br /> Model plans do help streamline permitting processes for projects and would have a more <br /> administrative review, as all the plans are already pre-approved. <br /> Lastly, Ms. Perry stated the Cape Cod Commission is happily available to provide technical <br /> assistance and help support that local implementation. <br /> 10 <br />
