A Form Based Code could be <br /> adopted for multifamily development. <br /> Mashpee is interested in working on a model inclusionary bylaw to incentivize the reuse of <br /> historic structures, enabling them to maintain character with additional housing units. <br /> Each town has its own housing profile, but the county is considered when dealing with wages, <br /> employment, affordability, the SHI, and seasonability, with owners and renters. Towns have <br /> their own design guidelines for multifamily, with key characteristics suited to Cape Cod <br /> character. There are several resources with guidelines for developers and communities, to <br /> ensure multifamily housing is developed in a way and incorporated into regulatory review. <br /> Streamline Permitting <br /> If permitting were streamlined and more predictable, it would allow for varied housing types, <br /> by-right, through form-based code, or even just a pre-approved building design. There could <br /> be 12-15 choices of pre-constructed ready plans. Pre-approved housing plans forADU's are <br /> already being used in many places across the country, and other scaled housing <br /> developments. An example was shown. <br /> Develop a Community Land Trust and Regional Housing Land Bank <br /> - The Community Land Trust is an organization that holds land in perpetuity for a value <br /> driven purpose, often affordable housing or land conservation. <br /> - The Housing Land Bank is an organization that buys and sells land over a short time span, <br /> for a value driven purpose, often economic development or redevelopment. <br /> The Cape Cod Commission recently released a framework for implementation in the region, <br /> and how efforts could work in conjunction. Theres a draft mission, values for each <br /> organization, values of community power, affordability, sustainability, with action <br /> recommendations and transparency. <br /> Areas of Focus <br /> - Preserve existing housing <br /> - Develop infill opportunities <br /> - Affordable and attainable <br /> Land Bank Values <br /> Regional collaboration that includes community engagement with transparent and accountable <br /> innovations for sustainability. They can acquire, hold, manage, redevelop, dispose, and protect <br /> 8 <br />
