She would like to know <br /> what the other factors were. She wanted to know if there is a piece of land that is too small. If <br /> you could only put in a very small structure with the smaller developments, it is harder to get <br /> funding. One question that came up for the previous Committee is the potential development <br /> on Old Barnstable Road, with 24 units being too big, she asked if 12 units could be done. She <br /> is hearing you would have a hard time finding smaller developments if there was land to do <br /> bigger. With limited land you can only build a certain amount. In terms of land, what is the <br /> minimum? <br /> David Quinn answered LIHTC do not work with smaller number of units, 30 units tends to be <br /> the sweet spot. POAH recently approved and funded 27 units, and it took four different rounds <br /> to get funding. The feedback was they have scarce resources and it helps to produce as many <br /> units as possible, 27 wasn't really moving the needle a ton, but economically it was at the <br /> tipping point to make the numbers work. <br /> There are certain fixed costs, legal costs and land costs that cannot be spread across more <br /> units, which means you are not eligible for as much state funding. Funding would have to be <br /> offset by the town or other local sources. Orleans has 14 units, but much more came from the <br /> local government. Habitat for Humanity does predominantly single-family homes. All of those <br /> are good models but different funding pathways. For LIHTC, the state is willing to fund 30 <br /> units. <br /> The Affordable Housing Committee thanked Mr. Fellows and Mr. Quinn for their thoughtful and <br /> informative presentation, and Mary LeClair for being here this evening. Mr. Quinn and Mr. <br /> Fellows appreciated the time and look forward to working with the Town on future projects. <br /> All the Speaker Series presentations will be added to the website. <br /> Mr. Sparkes would like to look at the calendar for the next meeting to see if any future dates <br /> pose conflicts.
