<br />Select Board <br />February 9,2026 <br />Minutes <br /> <br />TOWN MANAGER UPDATES <br /> Town Manager Rodney Collins provided updates on several matters. The Mashpee-Wakeby <br />Pond boat ramp will be closed for construction of a stormwater retrofit. The project is <br />expected to last up to three months, with the ramp expected to reopen before Memorial Day <br />weekend, though the exact date is still to be determined. <br />Regarding the Cape Cod Dog Center, a public hearing was held on January 13, 2026, for the <br />kennel’s license renewal. The hearing drew significant public interest, with some attendees <br />speaking in support and others in opposition. Present were the Town Clerk, Town Manager, <br />Police Chief, Town Council, KP Law, and the Health Agent. After reviewing factors such as <br />sta?ing, occupancy, overnight operations, maintenance, inspection, and enforcement, the <br />Town Manager compiled a six-page decision outlining conditions for the kennel’s operation. <br />The decision establishes specific operational and training requirements while considering <br />the welfare of employees and overall management. The kennel’s attorney has objected, and <br />the Town Manager will review any legal arguments and consult with town council if <br />amendments are necessary. The decision is intended as a good-faith e?ort to balance public <br />concerns with fair and reasonable operational requirements. <br />Public Comment – Cassie Lemire <br />Cassie Lemire spoke regarding the Cape Cod Dog Center, sharing her personal experience <br />after the death of her dog, Mo. She reported that over the past two years, approximately 20 <br />dogs at the facility su?ered injuries, including puncture wounds, chemical burns, and tongue <br />or stomach burns. Lemire described how her dog was kenneled for eight hours, ultimately <br />dying of bloat. <br />Lemire criticized the kennel’s protocols, stating that if they had been properly followed, <br />several of the incidents—including her dog’s death—could have been prevented. She <br />emphasized that her intent is not to attack anyone personally but to ensure the safety and <br />well-being of animals. <br />18 <br /> <br /> <br />
