<br />Select Board <br />March 16,2026 <br />Minutes <br /> <br />Popponesset, Phase 3 addresses mandated reduction in the Waquoit Bay Watershed and <br />also removes nitrogen pollution in Ashumet Pond and Johns Pond. <br />It was emphasized that costs are expected to rise over time, making it important to <br />complete the design soon in order to remain eligible for State Revolving Fund (SRF) <br />financing. With more Cape towns competing for these funds, having a design in place <br />preserves future funding flexibility. <br /> The Finance Committee unanimously recommended the article. <br />During discussion, Selectman Cotton acknowledged the challenge of reviewing warrant <br />articles with large financial impacts but stressed the importance of the project. Cotton <br />suggested adding greater transparency to the explanation by noting that full <br />implementation. <br />Selectwoman Kelley-Wilson emphasized that the project benefits the broader community <br />by protecting water quality—one of Mashpee’s key assets—while supporting both residents <br />and the tourism industry. <br />Selectman Weeden recommended using language such as “targeting approximately 1,000 <br />homes” to avoid overcommitment and expressed support for both the article and proposed <br />language adjustments, highlighting its benefit to the community. <br />Selectman Cotton reiterated the importance of helping residents understand the scale and <br />impact of the wastewater initiative. <br />Town Manager Rodney Collins advised keeping the warrant article language simple and <br />suggested providing additional contextual information separately rather than including it <br />directly in the article. <br />Motion made by Selectman Weeden to approve and recommend Article 4. <br />Motion seconded by Selectman Cotton. <br />Vote: 5-0 Unanimous <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />6 <br /> <br /> <br />
