When talking about what years were used in the crash rate calculations, the <br /> three years with highest crashes would exceed the state average, that is math. How you want <br /> to use the data to calculate a number, we can prove with this data there can be different <br /> numbers or conclusions. What is meaningful is, what are we doing? For mitigations we are <br /> alleviating rear end crashes by improving signal clearing times, which helps reduce crashes. <br /> Rear end crashes are indicative of frustration or not paying attention, and we cannot correct <br /> that. We can correct deficient clearance times, which also helps with rear ends. Now, <br /> proximity of site drive and crashes is different. The driveway doesn't exist today and as <br /> mentioned, this is a commercial corridor. The person who exits Jobs Fishing and rear ends <br /> someone going to Trader Joes via that curb cut, is not paying attention and will have nothing <br /> to do with this added driveway. <br /> Mr. Tobin commented that this comes up a bit, and referenced comments 35 and 36, he does <br /> not want to quell this conversation but he would like to continue going in order. Before doing <br /> that he presented a question to Mr. Lucas, asking if he would agree that curb cut is a point of <br /> conflict, and noted there is a greater probability of accidents there. <br /> Mr. Lucas agreed that there absolutely would be more accidents than what is occurring today <br /> due to the addition of the curb cut. <br /> Mr. Tobin continued with his next point, and he understood the updated crash rates at both <br /> locations remain below MassDOT District 5 and statewide averages for signalized <br /> intersections. The figure achieved here is 4.6 crashes, and he would like to know what the <br /> MassDOT District 5 and statewide averages are. <br /> Mr. Lucas wants to provide perspective, and stated the average numbers are crash rates, and <br /> not number of crashes. The average won't directly compare to the question, the crash rates <br /> for intersections are based on number of crashes and volume at the intersection. <br /> Mr. Tobin asked the applicant if the 4.6 was the average annual number of crashes at that <br /> location. <br /> Mr. Adams stated the MassDOT District 5 crash rate average is 0.75 crashes per million <br /> entering vehicles and for the state crash rate average is 0.78. <br /> Mr. Tobin asked how they can conclude the data provided crash rate is lower. He asked if <br /> they could reverse engineer the averages to understand traffic volumes and if they did that. <br /> He would like a best guess estimate on how many crashes are in the state and district <br /> averages. <br /> 10 <br />
