Proposed demolition of the existing dwelling and <br /> reconstruction of a new flood compliant dwelling in the same footprint. <br /> (Representative: Cape and Islands Engineering, Inc.) <br /> 43- <br /> 3413 <br /> The applicants, Robert C. and Beth Ann Junkin, were represented by Mark Dibb of Cape and Islands <br /> Engineering, who presented the proposal. <br /> Mr. Dibb explained that the project involved demolition of the existing non-flood-compliant single-family <br /> dwelling and construction of a new flood-compliant structure within a similar, slightly reduced footprint. He <br /> stated that the proposed finished floor elevation would exceed current flood code requirements and that the <br /> project included drainage improvements through the installation of dry wells. He further noted the presence of <br /> coastal resource areas on the site, including coastal bank, land subject to coastal storm flowage, land under the <br /> ocean, and land containing shellfish. <br /> During Commission discussion, concerns were raised regarding a proposed shed within the buffer zone, with <br /> a preference expressed for mitigation. Additional concerns were raised regarding flood resilience, including <br /> the functionality of the septic system during future storm events and the absence of an emergency response <br /> plan. Discrepancies were also identified in nitrogen loading calculations, including assumptions regarding <br /> system performance and lawn area calculations under applicable regulations. <br /> The applicant's representative acknowledged the need to provide additional information, including updated <br /> nitrogen calculations, clarification of groundwater conditions, and supporting documentation related to the <br /> existing septic system. It was stated that lawn area would be reduced and that revised calculations could be <br /> provided to address regulatory requirements. <br /> Questions were raised regarding walkway materials and stormwater behavior during flood events. Concerns <br /> were also raised regarding a slight increase in nitrogen loading reflected in the submitted calculations, along <br /> with requests for clarification and additional information regarding the size of the proposed structure. <br /> Additional explanation was provided regarding the nitrogen loading model, noting that reductions in <br /> impervious surfaces can result in increased calculated nitrogen loading due to increased infiltration, despite an <br /> overall reduction in nitrogen mass. <br /> It was clarified that lawn area regulations apply to newly installed or renovated lawn areas rather than existing <br /> lawful conditions. Outstanding items were summarized, including the need for updated nitrogen calculations, <br /> septic system documentation, clarification of walkway materials, and potential adjustments to the limit of <br /> work. <br /> At the conclusion of discussion, the applicant requested a continuance to provide additional information.
