Corcoran. Proposed project including landscape <br /> modifications that will repair and improve the functionality of proposed outdoor spaces. <br /> (Representative: Cape & Islands Engineering, Inc.) 43- <br /> 3411 <br /> The project was described as involving replacement and expansion of an existing patio, improvements to <br /> stairs and walkways, replacement of an existing timber retaining wall, reduction of a retaining wall near the <br /> street, installation of drainage structures beneath the patio and portions of the driveway, and related site <br /> improvements within a flood zone. It was stated that most of the patio expansion would occur outside Land <br /> Subject to Coastal Storm Flowage and that mitigation had been provided at a two-to-one ratio for the limited <br /> increase in developed area. Construction access was proposed from outside conservation jurisdiction. <br /> Discussion occurred regarding whether the project was appropriately filed as an RDA rather than NOI. <br /> Concern was expressed that the amount of work proposed within Land Subject to Coastal Storm Flowage <br /> warranted review through the NOI process under both local bylaw and state regulations. It was stated that the <br /> project involved work within a protected resource area and that additional detail regarding construction <br /> sequencing, flood storage capacity, and structural support for the patio improvements should be reviewed <br /> through a NOI filing. Questions were also raised regarding the proposed retaining wall support, patio cross- <br /> sections, groundwater elevations, and the adequacy of proposed drainage structures during coastal storm <br /> events. <br /> The applicant's representative stated that the filing had been submitted as an RDA because the project would <br /> improve existing conditions by removing impervious concrete surfaces, increasing water infiltration through <br /> installation of dry wells and drainage features, and improving flood storage capacity without work to the <br /> house structure itself. It was further stated that the Commission retained authority to condition an RDA if <br /> necessary. During discussion, it was clarified that the proposed work included removal of existing concrete <br /> patios, replacement with new patio materials, installation of native plantings, and replacement of fencing and <br /> stairs in kind. The representative also stated that tree replanting would occur in kind using cedar plantings. <br /> Several members acknowledged that the proposed work appeared to improve existing site conditions through <br /> reduction of impervious surfaces and installation of drainage improvements. Discussion also addressed <br /> whether pervious patio materials should be required, with the applicant indicating willingness to utilize <br /> pervious materials if requested by the Commission. Additional discussion focused on whether the proposed <br /> drainage structures would function during coastal flood events. The applicant's representative stated that <br /> while no drainage system could prevent flooding during a 100-year coastal storm event, the proposed system <br /> would improve existing site conditions and water management capabilities. <br /> MOTION: To close an issue on 9 Uncle Henrys Road as a positive determination. <br /> Motion b Paul Colombo Seconded bv: Sandi Godfrey <br /> Vote: Tie vote and therefore failed. <br /> Aye: Paul Colombo, Sandi Godfrey <br /> Nay: Steve Cook, Seana Pitt <br /> 3 <br />
