The trip generation was changed after a <br /> challenge by this Board. These approvals to mitigation are at their own costs, but they did not <br /> address some real issues at the project site. The $250,000 has nothing to do with Shellback <br /> Way, Jobs Fishing Road, Donnas Lane or Charles St. At that intersection of Rt. 28 and <br /> Shellback Way, the Town Planner suggested adding a turning lane and we were met with a <br /> claim by the petitioner that it was too expensive with too much engineering. The former Waggs <br /> Road/Prescott Way is not possible, or too much money. In the 1/10t" of a mile from Rt. 28 to the <br /> egress from the upper portion of Deer Crossing there are 8 different outlets, Shellback, the <br /> upper level of Deer Crossing, cars entering by Ace Hardware, Eastern Bank, cars entering <br /> Route 28 or turning left off Route 28 into Shellback, now add Trader Joes traffic. Shellback was <br /> not designed to be inundated with all these entryways and only one egress. Some further <br /> concerns he has are the queuing spilling onto Route 28, or the mixing zone between lights on <br /> Route 28, with people weaving in and out of traffic to avoid cars stopping and turning. Even <br /> without a crosswalk vehicles are slowing down to enter the site. Finally, he doesn't have a <br /> problem with this store, it's about putting a square peg in a round hole, and the people who will <br /> suffer are the people in the condos. He has heard enough from them that they are opposed and <br /> it has nothing to do with Trader Joes. <br /> Ms. Faulkner stated Mr. Milbury covered a lot. As a member of this Board, she has a <br /> responsibility to promote and advance, but also consider the welfare and safety of the <br /> residents of Mashpee. Our zoning bylaw special permit sets forth many factors with specific <br /> conditions, before granting. In this case, there are two factors that overshadow and they are <br /> traffic flow and traffic safety. Whether the increase in flow will have significant adverse impacts, <br /> she thinks approval of this project will have adverse impacts. Trader Joes is a big traffic <br /> generator. The vehicles coming down Route 28 from the Mashpee Rotary toward the project <br /> site have Bank Street, Steeple St., Jobs Fishing Road, Donnas Lane, the proposed curb cut, <br /> Shellback Way & Charles St. The smallest disruptions can have spillbacks and queuing.
