CPC Minutes—May 26, 2026 MOTION: To ask the Chair to seek Town Counsel’s opinion as to whether this project is appropriate for CPA Funds. Diagnostic Study of Johns and Moody Ponds—Sue Dangel and Ashley Fisher representing the Mashpee Freshwater Ponds Committee Brief discussion by the applicant, represented by Sue Dangel and Ashley Fisher, of the goals of the application. Founding principle to ensure complete and comprehensive picture of the health and of Mashpee’s four major ponds: Ashumet, Mashpee-Wakeby, Johns, Santuit. Discussion of phase three of the sewer project/water resource recovery facility. Johns and Ashumet. All the ponds are different. Most recent study of Johns Pond is from the 1970s. Animal deaths due to low levels/cyano issue. Condition needs to be preserved. Storm water improvement, etc. Not a full analysis, but base line condition is given and then the diagnostic. There is not presently a lot of data on Johns Pond. Alum treatment of Ashumet took a lot of time; diagnostic assessment which will inform what management strategy can be carried out. A technical person will be necessary to determine the situation—usually from UMASS Dartmouth—a costly undertaking. PFAS testing also drives the expense up. Present request is for $350K (same as Mashpee-Wakeby). Application has the support of the Conservation Committee. Should have been sent to the CPC Chair but was not received. It will be left with the CPC. Clarification that the $350K request is for a study and an evaluation. Once completed, the applicant will return to CPC for funds to fix the problem, especially given that there will not be matching funds from Joint Base Cape Cod for this project. Per application, study for Ashumet showed the need for Joint Base involvement. Proposed study could take up to three years; additional funds to be sought after the diagnostic. Amount of the present request was based on Mashpee-Wakeby. Last cost was $350K and now asking for the same; less acreage for the prior one, but also want more analyses for this one, PFAS, etc. Query re the lack of studies on Johns Pond since the 1970s. Applicant notes there were groundwater transport studies; but not what is happening at Johns and the exchange between the ponds. Work can be done all year long. Divers are sent for sediment core sampling once annually to see what concentration of phosphorus is being released. Access to Moody Pond via path (no car access) from Johns Pond. Ponds committee is a group of volunteers. Ashley Fisher is staff to ponds committee to be dealing with the administrative person—grant, agreement, procurement, payment, etc.) Need a town hall person. 2
