<br /> <br /> Affordable Housing Committee <br /> 16 Great Neck Road North <br />Mashpee, MA 02649 <br />EOHLC Public and Rental <br />- MA has 41,500 state aided public housing, the largest in U.S., managed by housing <br />authorities. <br />- Applies to low-income seniors, families, and disabled people. <br />- Tenants pay 30% of their income for rent, including utilities. <br />- Using state funds through the annual budget, but historically below the adequate level to <br />maintain developments. <br />- MA is fortunate to have a state aided rental assistance (MA Rental Voucher Program) <br />- MRVPs are overseen and allocated by EOHLC, primarily through Housing Authorities or <br />Regional Housing Agencies. <br />- Two types of vouchers: tenant based that stays with the tenant & project based that stays <br />with the unit. <br />- In public housing, the tenant pays 30% of their income, and the state subsidizes the balance <br />of the rent, up to the payment standard set by EOHLC. <br /> <br />Quasi-Public Agencies <br />-Mass Housing Partnership (MHP) <br /> <br />What We Do? <br />- Research housing data to support policy, for administration and own use of assistance. <br />- Community assistance <br />- Permanent financing for affordable rental housing –In 1990 the state decided they would add <br />an amendment to a banking bill, any bank that comes into MA or merges in MA, MHP would <br />th <br />get 1/10 of every percent for lending. Since then, MHP has earned $4,000,000,000 <br />- There is one mortgage program <br /> <br />MHP Community Assistance <br />- Housing opportunities on public land <br />- Forgivable loan to a municipality, trust, or housing authority to assess the site and financial <br />feasibility <br />- Forgivable if fatal flaw is discovered <br />- Payable by the developer at the transfer of property, loan is payable within 5 years if the town <br />does not pursue feasible development <br />- Loan is used for third party consultants like engineers <br />- Staff assistance is pro bono <br />3 <br /> <br /> <br />
