He explained <br /> that the applicant is proposing construction of 12 four-bedroom cottages at 275 Quinniquisset <br /> Avenue, removal of an existing five-bedroom dwelling currently served by a septic system, and <br /> connection of an existing four-bedroom dwelling at 47 Popponesset Avenue to the Willowbend <br /> Wastewater Treatment Plant. Mr. Klein stated that a variance was required because the proposal <br /> exceeds the number of bedrooms otherwise permitted under the Flow Neutral Bylaw. He <br /> explained that the variance criteria require demonstration of adequate wastewater treatment <br /> capacity and compliance with MassDEP requirements regarding nitrogen loading. <br /> Mr. Klein reported that the Willowbend Wastewater Treatment Plant is permitted for 113,000 <br /> gallons per day and that its highest recorded 90-day average flow was less than 54,000 gallons <br /> per day, well below the 80 percent capacity threshold used by MassDEP. He stated that both the <br /> Town's consultants and MassDEP reviewed the capacity calculations and concurred that <br /> sufficient treatment capacity exists for the proposed development. <br /> Mr. Klein further explained that the proposal includes restoration of approximately 5.3 acres of <br /> cranberry bogs,removal of an existing five-bedroom septic system, and connection of an <br /> existing four-bedroom dwelling to the treatment plant.
