FINCOM-Regular Session August 13,2026 Present Finance Committee Members Je?rey Pettengill-Chair Greg McKelvey-Vice Chair Keith Machado-Clerk Anne Schnader Stephen Kelley Meeting called to order in open session by Chair Je?rey Pettengill in the Waquoit Meeting Room, Mashpee Town Hall, 16 Great Neck North, Mashpee, Ma at 4:30 pm. PLEDGE OF ALLEGIANCE MOMENT OF SILENCE PUBLIC COMMENT Richard Klein, 205 Asher Path West, spoke in opposition to the proposed reduction in the Community Preservation Act (CPA) surcharge. He stated that the approximately $600,000 reduction would amount to roughly $54 per year for each taxpayer. Klein noted that the CPC has funded projects including the Friends of Wildlife property, playground improvements, water-quality projects, boat ramps, and open-space acquisitions that help protect the aquifer. Lynne Barbee, 73 Surf Drive, spoke about the importance of maintaining funding for recreation, schools, and clean water. She noted that the Department of Public Works has relied on CPC funding for projects such as track improvements and playgrounds and stated that the costs to working families could be greater than the proposed tax savings. Mary Waygan, 35 Ashumet Road, Unit 2C, requested that Article 1 be placed on hold until the Town conﬁrms the CPA fund balance. She stated that the Select Board had been told that approximately $7 million was available for new projects, while the CPC had been working with an understanding that the available amount was signiﬁcantly lower. She asked that the CPA project balance and cash ﬁgures be reviewed and conﬁrmed. Arden Russell, Sturgis Lane, speaking as a resident, stated that the Select Board had voted to recommend Article 1. Russell stated that additional information was needed regarding the wastewater program and its ﬁnancial impact, including available funds and anticipated costs to taxpayers.
