<br />FINCOM-Regular Session <br />August 13,2026 <br /> <br />Tomanino stated that the Shellfish Constable should remain focused on <br />operational responsibilities and noted that the Shellfish Commission consists of <br />five members. <br />Article 11: Brian Tobin, Town Planner, presented the Local Comprehensive Plan <br />(LCP). He explained that state law requires municipalities to maintain a <br />comprehensive plan and noted that Mashpee's plan had not been updated since <br />1989. The current update has been several years in development and included <br />extensive public outreach. <br />Planning Board members and Town departments reviewed the plan chapter by <br />chapter and provided comments and suggested revisions. The updated plan was <br />subsequently reviewed by the Planning Board in public meetings, with opportunities <br />for public comment. Tobin explained that the LCP addresses a broad range of <br />topics, including housing, transportation, natural resources, conservation, land <br />use, and recreation, and consists of nine chapters and appendices totaling <br />approximately 404 pages. Greg McKelvey asked about consultant costs, and Tobin <br />stated that approximately $138,000 of the initial $150,000 consultant allocation had <br />been spent through June 2024. Tobin explained that he decided not to continue with <br />the consultant in order to complete the plan and that the final document would be <br />available online for the public to view and print. <br />Article 12: The Town Manager stated that he would reiterate the request to have the <br />petitioner present to address the article. <br /> <br />4. Review, discuss, and take action on articles currently on Hold in Draft of <br />October Town Meeting Warrant <br />Motion made by Greg McKelvey to remove the hold on Article 1. <br />Motion seconded by Anne Schnader. <br />Keith Machado stated that, based on the discussion, the CPC appears to have multiple <br />years of available funding and could potentially absorb a $600,000 reduction. He <br />expressed concern about losing state matching funds but questioned how important the <br />match was compared to the need to reduce the overall tax burden. <br />Greg McKelvey stated that he believed reducing the tax burden was important and could <br />help make the Town's debt more manageable.
