Box 1108 MASHPEE, MA 02649 FINANCE COMMITTEE MINUTES _ Town Hall September 30, 1987 Present : Ed Dolan , Carol Dunivan , John Ferriday , Carl ]-Teller , Joyce Howell , William Towner and Town Account , Vern Polka The Finance Committee meeting commenced at 6 : 45 p . m . in closed session . Mr . Towner read a letter to the members that he had written , as a citizen , to Town Counsel Reardon . This was a response to a letter he had received from the Counsel . Mr . Towner questioned the legal direction that the Town Counsel had given the town . The Finance Committee , as a Committee took no action in this matter . At 7 p .m. the Finance Committee opened doors and the Executive Secretary , Selectmen and various Department representatives joined the meeting to discuss the Articles on the Special Town Meeting Warrant. of November 2nd . The Executive Secretary explained that the first three Articles had received prior action and this was a corrective measure . Carl. Heller expressed his desire to have the Town Planner appear before the Committee to further explain these Articles , particularly Article #3 . Article #1 involves the transfer of property to Carl Mills on Route 28 . His house was built in error on town-owned land . This represents a 40 , 000 sq . foot parcel and is a trade . This Article must be approved by the town . Article #2 is seeking authority to transfer six acres off Old Barnstable Road for low income housing . As stated previously this appeared before and is on the Warrant again to be approved by the town . Article #3is a three--way transfer between the New Seabury Corporation , Prime Properties and the town of Mashpee . Carl noted that he would like an explanation from Tom Fudala regarding this Article and a meeting would be arranged . Article #4 is for money for the Transfer Station to be built
