MA 02649 <br /> i <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> February 8, 1989 <br /> Present : Edward Dolan , Carole Dunivan , Anthony Gallo , Carl Heller <br /> and William Towner <br /> The Finance Committee convened at 7 p . m . Selectmen Gottlieb , <br /> Hanson , Jacobs and Lawrence and Executive Secretary Murphy joined <br /> the meeting to review the FY90 Capital Program . <br /> Voting machines — There was agreement that new voting machines are <br /> needed , however , there are no specs and it is too late <br /> to go out to .bid for the annual town meeting . It was <br /> the consensus that this should be deferred to a special <br /> town meeting . <br /> Mapping project - It was the consensus that this should be a <br /> 22 exemption . <br /> Town Hall architect -- Will Hanson addressed this capital request . <br /> He noted that at the annual town meeting there will be <br /> at .least two alternative site selections and the <br /> architect will be set . <br /> It was agreed that the first year ' s principal and interest <br /> should be funded by a transfer from the Briarwood Water <br /> System money and authorize the borrowing . _ <br /> Town Hall (Davis School) - boiler/heating system - Murphy noted <br /> that the boiler has a small crack and replacement may <br /> be required . <br /> Murphy addressed the creation of a new position , Building <br /> Superintendent . The Superintendent will be someone who knows <br /> about building and he will be the contact person for trades people <br /> and vendors . This person will supervize two full time custodians , <br /> one working the 3 - 11 shift and another working the 11 - 7 shift . <br /> This concept has been prepared and approved by the Selectmen . <br /> There was general consensus that maintenance of town-owned buildings <br /> has fallen by the wayside and there is a great deal of work to be <br /> done . There will be one maintenance account and the DPW will no <br /> longer do building maintenance . Hanson noted that the Superintendent ' s <br /> first year budget will be very high as all town buildings are in <br /> need of rehab . <br /> Town Hall truck - The amount of this request has been scaled <br /> down from $20 , 500 to $12 , 500 for a small mini-van . <br />
