1 0WN y
a ^ l 'hill of C CIS T?EE
>Q . P. O. BOX 1108
YSTgEco" MASHPEE. MA 02649
INANCE COMMITTEE
FINANCE COMMITTEE MINUTES
Town Hall
June 27, 1989
Present: Ed Dolan, John Ferriday, Carl Heller and Jim Vaccaro
The Finance Committee meeting commenced at 7 p.m. Diane Kingsley,
Librarian and members of the Library Board joined the meeting. Diane informed
the Finance Committee that the Mashpee Town Library had received provisional
approval of a grant for $48,000. This money would be used for the initial
expenses of joining CLAMS, Cape Libraries Automated Materials Sharing.
She noted that she and representatives of the libarary had requested to meet
with-the Finance Committee to talk about following years, which will not
be part of a grant, all subsequent years will require funds. She stressed
that this was not just a one-time expense, but rather it will become part of
the library budget. The cost for subsequent years will be $10,000 per annum.
CLAMS has made a commitment of three years to the town of Mashpee to keep
the price .per .terminal at $2,500. Jim Vaccaro stated his belief that this was
really a bargain for a small community. The library representatives stated that
they were not present at this meeting for any type of a commitment from the
Finance Committee but rather to put them "on notice" about the projected cost
of CLAMS. The Finance Committee also expressed their desire to make sure that .
the library had- enough monies to ensure their eligibility for Federal and State
grants. Members requested that the library representatives return to a future
Finance Committee meeting if there was a problem.
Deirdre Greelish and Jane Coogan joined the meeting to discuss the matter
of a new town hall. Deirdre noted that the town had paid a consultant $7,000
and that he did not provide much information. She noted that there did not
appear to be any correlation between town population and the size of town
halls. She noted that the Pine Tree Plaza located at the Mashpee Rotary
was empty . and soon to be foreclosed. She stated that she thought she would
come before the Finance Committee and discuss the possibilities of this facility
as a town hall for Mashpee. The building contains 16,000 sq. ft. , 8,000 on each
floor. Carl noted that this had been proposed at an earlier date. The initial
problem with the building had been water, however, it appears that this can now
be resolved. Carl also noted that the owners were seeking to charge too much
per sq. ft. Carl noted that at present the two major obstacles in making this
I building a town hall are the difficult accessibility and the need to purchase
the back landVto provide access onto Great Neck Road. Jim Vaccaro noted that
the discussion could be moot as it was his understanding that someone had
