MA 02649
FINANCE COMMITTEE MINUTES
April 2, 1991
Town Hall
Present : Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish,
Carl Heller, Vern Polka and Jim Vaccaro
The Finance Committee meeting was called to order at 6:30 p.m. Chairman
Vaccaro noted that Denise Sullivan was present. Denise is running unopposed
for a Finance Committee seat. Denise was invited by the Committee to sit
at the Committee table.
The Finance Committee minutes of the March 21st meeting will be considered
and voted on at the April 9th meeting. Jim noted that several pieces of
correspondence had been received. Elias McQuade of the Health Department
in a memorandum informed the Committee that the tipping fee charged to private
haulers at the Regional Transfer Station will increase $1.00 and this will
increase the revenue to the town approximately $4,500. Ben.Lofchie, Chairman
of the Board of Assessors has written the Committee to express his appreciation
for their efforts and consideration of the budget. Ben also expressed his
concern about remarks made by a Committee member and stressed that he is
available for any questions the Committee has or any concerns. The Superintendent
of Schools has requested all the Committee minutes since August of 1990 where
the School Department's budget and impact statements were discussed. Carl noted
that he would check with the Superintendent to see exactly what he was looking
for. Selectman Jacobson has also written the Committee regarding the Special
Town Meeting Warrant Article regarding the Senior Center addition project.
Jim noted that $5,250 needed to be subtracted from Debt Service to make
it $2,312,046 and the Interest should be $1,149,069. This means that the
surplus available is $5,472.
Jim noted that at the last meeting when modifications had been made to
the Conservation budget— $2,000 was added to the salary account, he had neglected
to note that they were also requesting a $1,000 transfer from their expense
account to their salary account. Carl motioned that the Committee recommend
the $1,000 transfer from the expense account to the salary account for the
Conservation Department. The motion was seconded by John. This motion failed
.with only three votes in favor by Carole, Carl and Jim. Deirdre motioned
that the Committee recommend increasing the salary account $1,000 to $41,937
and that this $1,000 was to be taken from the surplus. The motion was seconded
by Vern. This motion carried 4 to 3. The three opposing votes were Carole,
Carl and Jim. The bottom line of the Conservation budget is now $48,465.
