MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> APRIL 22, 1992 <br /> MEETING COMMENCED AT 7:00 P.M. <br /> Members Present: Deidre Greelish, Vice Chairperson; Dan Goggin and <br /> Denise Sullivan <br /> Members Absent: Tony Gallo, Chairman; Ed Baker, John Ferriday and <br /> Al Polsi <br /> Greg Taylor, Director, Department of Public Works, was present at <br /> the meeting to discuss the department's Articles for the semi- <br /> annual and special town meetings. He felt that the Finance <br /> Committee needed more information regarding certain Articles and <br /> wanted to clarify any uncertainties. <br /> First the committee discussed Article 17, semi-annual town warrant, <br /> requesting a five ton dump truck with a snow plow and sander. Mr. <br /> Taylor explained that the last dump truck the town bought was in <br /> 1989 and the town paid $50 ,000+. A prospective dealer felt that <br /> the town could purchase a truck now for under $60,000. The town <br /> only has one five ton dump truck presently. There was not an exact <br /> amount for the purchase of the truck and there were not enough <br /> members to vote. <br /> Secondly, the committee discussed Article 18, annual town warrant, <br /> which requested borrowing money for Chapter 90 road work. The <br /> Finance Committee approved, but still could not vote because of <br /> lack of members present. There were only three. He explained that <br /> the law as written by the state previously allowed for 1000 <br /> reimbursement for town roads as the project was being done. Now <br /> the law states that the town can only be reimbursed for town road <br /> work after the job is complete. This Article requests the <br /> financing to fund and complete the jobs. The town will not borrow <br /> money if the interest is not there, which is approximately $20,000 <br /> to $30,000. <br /> Diane Rommelmeyer, Town Accountant, was also present at the meeting <br /> and explained that presently Anne Shaw has $100,000 in her <br /> temporary interest account. Dan Goggin stated that the $100,000 <br /> for short term borrowing in the account is probably not for Greg <br /> Taylor's work. He also stated that if there is a shortage, there <br /> are various ways to make it up. This year the town is using the <br /> Unemployment Insurance overage to make it up. Deidre Greelish <br /> mentioned that she had no doubt that the $35,000 would be found by <br /> October. <br /> Thirdly, the committee discussed Article 18, Special Town Meeting. <br /> Ms. Rommelmeyer explained that this Article requests that the <br /> voters approve to have a self supporting fund for the Department of <br />
