Parolski <br /> The meeting with the collective bargaining group for the Mashpee Police <br /> Employees Assn. has been changed to February 9, 1976 at 8 p.m. <br /> Walter Hurlburt, Finance Committee Chairman w'as, present to request that <br /> salary figures for town employees for'the 1976-77 fiscal year be submitted to his <br /> Committee by March 1, 1976.. In this regard, letters to all Department Heads <br /> concerning individual qmployees and to Board of Selectmen concerning Department <br /> Heads' merit raises will be sent out.as soon"as., posst. le. <br /> .A memo will be sent to all Department Heads, Committees , and Boards stating <br /> that Varch 8, 1976 is the cut-off date .for review and. recommendation by the Personnel <br /> Board of articles pertaining to personnel matters. Statistical and/or supportive <br /> documentation will be required by the Board. <br /> There was further discussion on the George Costa situation and it was unani- <br /> mously decided to send a letter to the Board of Sel-ectme.n recommending that Detective <br /> Costa be returned to active duty with suitable limited activities, In support of <br /> this-decision the Roa.rd refers to a letter of 1/6/76 from Dr. Carl V. Granger, and <br /> the belief that the, evaluations of Dr. Nakano and Dr. Granger do not support <br /> Detective Costa's Hof disability. It will be noted that Town Counsel had <br /> suggested the independent examination which Dr. Granger performed. <br /> Jerry DePalma, representing a group of eighteen town employees, was present to <br /> discuss a list of suggested revisions to be made in the Salary Administration Plan. <br /> Mr. DePalma informed the Board that this list had previously been discussed with <br /> the Board of Selectmen. Chairman Clendenin said that the Board would give thought <br /> and consideration on each item, and that the Board appreciated the manner in <br /> which the requests had been submitted. Mr. DePalma was told that firm decisions <br /> on these matters could not be reached for several. months. <br /> A motion was made and passed by a 3/2 vote that subject to respective depart- <br /> ment's budgetary ability, a new permanent employee, after successfully passing <br /> his or her probationary period, and `at the request of the department head, may be <br /> g ranted by the Personnel Board a one step merit increase, which is based upon <br /> demonstrated ability. This would exclude any town employee covered by a collective <br /> bargaining agreement with the town. <br /> Regarding a letter dated January 6, 1976 from Chief Bingham concerning Marcia <br /> Ducharme, the Board will send the Chief a letter stating that having completed her <br /> probationary period, Mrs. Ducharme is now considered a permanent town employee, <br /> entitled to fringe benefits as outlined in the S.A.P. Concerning his request for a <br /> four step merit increase for Mis. Ducharme, the Board approved a one step increase <br /> to Grade 6 Step 2 effective February 2, 1976. It will be noted that the request for <br /> a larger increase would not be consistent with the Board's decision to maintain the <br /> integrity of wage steps. <br /> . . . . . . . . . . . . . . . .Continued <br />
