w <br /> Town of Mashpee <br /> Planning Board <br /> Minutes of Meeting <br /> September 3, 2008 <br /> The Town of Mashpee Planning Board Meeting was called to order in Conference <br /> Room #1, Mashpee Town Hall, 16 Great Neck Road North, Mashpee, Massachusetts at <br /> 6:00 p.m. on Wednesday, September 3, 2008. The Chairman, Beverly Kane,presided. <br /> Planning Board Members present: Dennis Balzarini, Vice-Chairman; Beverly <br /> Kane, Chairman; James Leonard; Joseph Mullin(6:45 p.m.); Thomas O'Hara; and Mary <br /> Waygan, Associate Member. <br /> Also present: F. Thomas Fudala, Town Planner(6:10 p.m.); Thomas Mayo, GIS <br /> Coordinator; and Charles Rowley, Consulting Engineer(6:20 p.m.). <br /> Cape Cod Commission Staff. Phil Dambscome, and Glen Cannon. <br /> A quorum being present the Chairman called the Meeting to order and addressed <br /> the first order of business. <br /> Discussion <br /> Douglas Storrs—Mashpee Commons LLC and Cape Cod Commission Staff <br /> Regarding Proposed Mashpee Commons Development Agreement <br /> The Chairman called this matter to order and made reference to an e-mail from <br /> Mr. Storrs. She suggested that when reviewing the issue of traffic and transportation, that <br /> the Job's Fishing and Whiting's Neighborhoods development be taken into consideration. <br /> It was the general consensus of the Board to agree with this suggestion, as made at a <br /> previous meeting by Board Member, Thomas O'Hara. <br /> Mr. Storrs agreed that it is standard operating procedure when conducting a traffic <br /> analysis to consider built-to-date, approved, and un-built to-date. <br /> Glen Cannon explained that there exists a general traffic growth associated with <br /> any town, generally between one-two percent per year, which is applied to all traffic <br /> counts within the study. Also, all permitted and planned projects are calculated. <br /> At this point the Chairman suggested that James Leonard introduce his concerns <br /> as outlined in an e-mail to the Board Members: Traffic light at Steeple Street and Route <br /> 28-traffic backed up to the rotary resulting in a collapse. There should be no further curb <br /> cuts within 600-ft. of the rotary. Right turn only beyond the 600-ft. Construction of an <br /> interior road connecting Trout Pond and Whitings, eliminating traffic onto Route 28. <br /> 1 <br />
