BOARD OF MANAGERS <br /> AGENDA <br /> UPPER CAPE REGIONAL TRANSFER STATION <br /> May 12, 2025 <br /> 9:00 AM <br /> Mashpee Public Library <br /> 64 Steeple Street <br /> Members Present: Catherine Laurent, Mashpee <br /> Peter McConarty, Falmouth <br /> Paul Tilton, Sandwich <br /> Colonel Mike Kelley, 102 Id ANG,JBCC <br /> Carl Cavossa, Cavossa Disposal Corp. <br /> Greg Crowley, Cavossa Disposal Corp. <br /> The Board of Managers convened the meeting at 9:00 AM at the Mashpee Public Library. <br /> New Business: <br /> Carl Cavossa shared that the facility was doing great and that MSW is still in the works.They <br /> also noted that MASS DEP recently inspected the facility and that it met all DEP requirements. It <br /> was noted that emoss is now called Re world. It was stated that Reworld's gate price is$118 <br /> compared to Cavossa's$130. Cavossa also mentioned that with the help of MASS Coastal, 400 <br /> more railroad ties will be replaced along the spurs. Cavossa also shared that they have received <br /> no calls from the Police or complaints about trash/litter on the side of the roads. <br /> Catherine inquired about Capital improvements to which Cavossa expressed the need to create <br /> a separate building for MSW for the long term. <br /> Cavossa stated that through MASS DOT the Industrial Rail Access program grant will promote <br /> rail use. <br /> Paul asked Cavossa how they would handle severe storm situations that would create debris. <br /> Cavossa replied that depending on the situation and time of year the rail cars may be limited <br /> but that they would be able to handle it. Peter commented that declaration of a state of <br /> emergency may help get rail cars. <br /> Old Business: <br /> Catherine shared that the UCRTS I expires on 6/30/26 and that the lease with Cavossa ends <br /> 12/31/25. She asked the Board, what length/term do we move forward with? Peter mentioned <br /> 10 years for both. Catherine said Mashpee was open to up to a 20 year term for the IMA. <br /> Cavossa expressed that they are interested in a longer term as it well help defray any Capital <br /> investments. Catherine will look into what length of term can be done without Town Meeting <br /> approval. <br />
