TREASURER' S/TAX COLLECTOR OFFICE <br /> At the present time, the tax bills are prepared by a service <br /> bureau; however the updating and posting to the tax committment books <br /> during the year are done on a manual basis . It is our understanding <br /> that the Tax Collector' s office seldom prepares a detail account of <br /> the outstanding amount of the real estate, personal property or motor <br /> vehicle excise tax bills and determine if the detail agrees with the <br /> control amount recorded in the Town' s general ledger. It is also not <br /> the Town' s practice to prepare a detail listing of the unpaid taxes as <br /> of June 30, of the fiscal year. <br /> RECOMMENDATION <br /> We recommend the Town completely automate the tax <br /> committment and collection procedures by contracting a service bureau <br /> to periodically provide an automated listing of outstanding taxes. <br /> Such a procedure should provide greater accountability and control, <br /> enable the Treasurer to obtain a detail listing (exceptional report) <br /> of the taxes outstanding by year and type. This exception report <br /> would then become a tool by which the Treasurer/Tax Collector could <br /> -insure the necessary tax title and possession procedures are conducted <br /> on a timely basis. <br /> In addition this periodic listing would enable the Treasurer/ <br /> Tax Collector, Town Accountant, and Assessor' s Offices to compare the <br /> detail of the taxes abated or exempted during the year and assist them <br /> • in making certain their respective records are in agreement.
