The Finance Committee shall have authority at any time <br /> to examine and investigate the books, accounts and management of any <br /> department of the town and of all officers thereof, and all official or <br /> departmental records shall be open to the inspection of the committee or <br /> of any person authorized in writing to act for the committee. <br /> � } Section 5. The members of the Finance Committee shall serve without j <br /> pay for their services, but they may be reimbursed for actual expenses <br /> t <br /> incurred in the discharge of their duties hereunder, with the approval of <br /> n` the Board of Selectmen. <br /> Section 6. Vacancies in said committee shall be filled in the same <br /> 11manner as in the case of other committees or boards of the town. <br /> ffl <br /> ARTICLE VII. PLANNING BOARD <br /> Section 1. The Voters of the town shall choose by ballot beginning <br /> f with the annual election in March of 1960, a Planning Board to consist <br /> of five members under the provisions of General Laws, Chapter 41, Section <br /> 81A; provided that the 1960 election members of the Planning Board shall <br /> be elected, one for a term of one year, one for a term of two years, one <br /> for a term of three years, one for a term of four years, and one for a <br /> term of five years; subsequent annual elections to choose one member for <br /> ?ry a term of five years. The powers and duties of such Board shall be such <br /> as are stated in General Laws, Chapter 41 , Section 81B to81J, inclusive, <br /> ;r and Section 811; and further, to consider and advise upon municipal ik�- <br /> provement s at the request of other town officials, departments, boards, <br /> or committees, or upon its own initiative. <br /> Section 2. Vacancies occurring in the board shall be filled as pro- <br /> vided in General Laws, Chapter 41, Section 11. <br /> Section 3. The Manning Board upon its own initiation may, and upon <br /> the petition of ten persons, shall, hold public hearings, fourteen days <br /> public notice of which shall be given, for the consideration of any <br /> amendments to the zoning map or to the zoning by-laws, and report to a <br /> town meeting its recommendations as to what action should be taken. <br /> n ARTICLE VIII. GENERAL PROVISIONS <br /> Section 1. At a town meeting when special committees are app>ointed <br /> or elected a, vote shall be passed naming the compensation of the committee <br /> and also a sum of money for expenses of such committee, otherwise the <br /> Selectmen shall not draw orders on the Treasurer for either services or <br /> expenses. ' I <br /> Section 2.All departments are authorized and empowered to consult <br /> b counsel at any time in connection with their duties. <br /> Section 3 . Funds belonging to the town in the hands of the Tax <br /> C[ Collector shall only be withdrawn from the bank on orders countersigned i <br /> y l <br /> 444x,{ by at least two of the Selectmen. <br /> Section 4. Any person indebted to the town for poll taxes or otherwise <br /> shall have such debt deducted before payment by the Treasurer from any <br /> sumdue him from the town for work on road or for any other service performed. <br /> Section 5 . On all town work, for the performance of which competitive <br /> bids are received, the award of the contract shall be to the lowest re- <br /> sponsible bidder; preference always going to citizens, when other conditions <br /> s of the situation are equal. p <br /> Section 6. All bids for advertised contracts of the town shall be <br /> returndable at the Selectmen' s office on a specific date and hour and <br /> shall be publicly opened and read by one of the Selectmen at that time. <br /> is <br />
