MINUTES February 11, 1998 5 BOARD OF HEALTH <br /> Board members questioned the number of lots in the subdivision. The letter <br /> accompanying the plan did not indicate the number of parcels. <br /> Mr. McQuaid stated, "I would recommend we forward a memo to the Planning <br /> Board questioning the number of lots proposed." <br /> Board members agreed. <br /> 10.) Proposed septic upgrade 26 Spoondrift Circle - Mr. McQuaid stated, "1'he <br /> applicant wishes to install a swimming pool which they will have to upgrade their existing <br /> septic system." "The applicant is willing to install a denitrification unit." "The area of the <br /> proposed leaching facility has not been perked." "They are proposing to increase the <br /> number of bedrooms by one." "There is no reserve area indicated on plans." "I would <br /> recommend the Board conditionally approve this based on the perk test." "Variance relief <br /> is sought for the installation of a reserve area." <br /> Mr. Doherty stated, "I would like to see a reserve area indicated on the plan." <br /> Mr. Doherty motioned to deny the variance request without prejudice, Mr. Cram <br /> seconded, all agreed. <br /> 11.) Revisit failed septic system 39 Popponesset Island Road - Mr. McQuaid stated, <br /> "This was before the Board on several occasions." "The Board denied preliminary plans <br /> based on the fact that the Board requested a denitrification unit." "Subsequently, the <br /> applicant submitted a letter to the Board indicating from his point of view a hardship with <br /> the installation of a denitrification unit." "I put this before you again for you to reconsider <br /> based on one single fact." "I was out there again with Mr. Bortolotti to certify it in failure <br /> a second time." "I would like the Board to reconsider their decision based on the fact that <br /> this is only going to be used seasonally, at most 8 weeks per year." "The denitrification <br /> aspect of a denit. system really doesn't kick in for six to eight weeks." "The applicant has <br /> already gone through the expense of an engineer." <br /> Mr. Doherty stated, "If the owner were to sell the property it would become a full <br /> time residence." "I do understand that if it's not used continually the benefits derived <br /> from the system are lost." <br /> Mr. McQuaid stated, "The owner has gone through the expense of an engineer." <br /> "He is not increasing habitable space, the system is in failure." <br />
