TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> March 26, 1998 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: Steven R. Ball, John T. Doherty and Robert F. Cram, Sr. <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Steven R. Ball, Chairman <br /> 1.) Warrants signed <br /> 2.) Mr. Cram motioned to accept the minutes of March 12, 1998, Mr. Doherty <br /> seconded, all agreed. <br /> APPOINTMENT: Cape& Islands - 98 Shore Drive <br /> Mr. David Sanicki, L.S. was in attendance for this scheduled appointment. <br /> Mr. Sanicki stated, "This is a 5,952 square foot lot with a 3 bedroom existing <br /> dwelling." "There is a cesspool in the rear of the lot." "Recently, the property was <br /> transferred to a family member." "Realizing the system was in failure they retained our <br /> firm to design a Title V septic system." "The lot is not in a flood zone but is in a low lying <br /> area." "The request before the Board this evening is a variance from the foundation, <br /> property lines and depth to groundwater." "We are aware the Board does not like <br /> mounded systems." "In order to get 4' above groundwater, we put the system above <br /> existing grades and mounded system and may well require a containment system and <br /> would also require a pumping chamber for the effluent after the septic tank." "The area <br /> towards Clover Lane has an existing catch basin which eliminates putting a septic system <br /> in that general area." "If you look towards the street on Shore Drive you see a contour <br /> line elevation six which means this is a low lying area." "Groundwater elevation is 3.2." <br /> "If I go towards the street on Shore Drive a major containment systems would be <br /> required." "It is permissible according to Title V under the maximum feasible compliance <br /> with an existing facility we are allowed to request variances to the property line, cellar and <br /> a variance through groundwater." <br />
