MINUTES March 4, 1999 4 BOARD OF HEALTH
also indicated that they are going to fast-track this and get back to me as soon
as they have an answer." "My recommendation to the Board tonight is to grant
the variances as requested pending verbal okay from the D.E.P." "My second
comment is that when it comes to designing the treatment plant with subs, we
need to know the total flow from this entire lot which does not only include the
Inn, it also includes the Cabana Club, 6 cottages, a laundromat on the property
and a bike rental shack on the property which probably isn't sewered." "When
you look at the treatment plant, you have to accommodate the entire lot."
Mr. Grotzke stated, "Absolutely, we have no problem complying with
that part of the regulation."
Mr. Ball asked, "What is the total flow for this once it's all done?" "What
is it going to take?"
Mr. Grotzke answered, "We're probably going to try for between 40,000 -
50,000 gallons."
Mr. Ball motioned that the Board grant the variance requested by BSC
and Phoenix Group with the condition that D.E.P. approves of the consent
order. Mr. Cram seconded, all agreed. Motion carried.
Mr. McQuaid added, "Incidentally, I'm willing to sign off on the building
permit if one is required to start the excavation."
4.) Notice of tipping fee increase at Upper Cape Regional Transfer Station.
Discussion ensued regarding the Regional Transfer Station tipping fee
increase and the Board of Managers'recent meeting on this topic. The Board of
Managers is trying to divert the commercial haulers away from Otis and to have
them go directly to Rochester. There is more information on the agenda later.
Decision made to bypass this item until later in the meeting.
5.) Letter from Stephanie Jones re: Solid Waste Committee
Mr. Cram stated that the Board would put this letter on file to be
considered at the appropriate time.
6.) Emergency failure certification - 13 Route 130
Board members forwarded their signatures to the "Emergency Failure
Certification" form.
