MINUTES March 4, 1999 5 BOARD OF HEALTH <br /> 7.) Variance request- 108 Waterline Drive South <br /> Mr. McQuaid stated the applicant is requesting a 7-foot variance from <br /> state regulations for the proposed soil absorption system and also a 4-foot to <br /> groundwater variance. <br /> Mr. Ball motioned to grant a variance as requested by Cape and Islands <br /> Engineering as stated in their cover letter. Mr. Cram seconded, all agreed. <br /> 8.) Variance request- 133 Tide Run <br /> Variance requested is for a 10-foot variance for the proposed soil <br /> absorption system. <br /> Mr. Ball motioned to grant the variance as requested by Cape and <br /> Islands Engineering as stated in their cover letter, including a denitrification <br /> system. Mr. Cram seconded, all agreed. <br /> 9.) Letter from SEMASS re: AMT. <br /> Mr. McQuaid outlined the information provided to the Board members as <br /> Q <br /> being "something to fight with to indicate that our town has grown rapidly and <br /> to hold us at the,agreed upon tonnage of 6500 tons, which we agreed upon <br /> back in 1988, just doesn't make sense." "There is more to it in that every year <br /> up until this past year we were under our annual minimum tonnage." "We've <br /> always gotten a letter from SEMASS stating that we would not be penalized for <br /> being under and to just forget about it." "We weren't penalized because the <br /> excess capacity was sold at the spot market which was higher than the $24.00 <br /> a ton we were paying." "They could get $50.00 - $60.00 a ton on the spot <br /> market." "I think it's totally unfair for them to penalize us all of a sudden <br /> because we went over for the first time. "I can prove that if we average out the <br /> tonnage shipped between 1988 and 1998, we're still below the 6500." "We just <br /> went over for the first time this year." "I need to sell that to them." "If I can't do <br /> that at least have us come to an acceptable tonnage for this coming calendar <br /> year because we're going to be over by more than we were last year." "There is <br /> a meeting up at SEMASS this coming Wednesday of which Falmouth, Sandwich <br /> and I are going up there to fight it again." "Susan King is the only member of <br /> their administration that's still at SEMASS from the administrators that were <br /> there back in 1988." "She is quoted in the paper as saying that they are going <br /> to work with these towns and that we have been loyal customers for 10 years." <br /> "One complaint has been received from a hauler regarding the increase in fees." <br /> "The Board of Managers is working with the Otis towns, especially Bourne, to <br /> adopt a recycling requirement for the haulers." <br />
